According to a survey conducted by the Consumers&#8217; Foundation (消費者文教基金會), Taiwan&#8217;s average download speed is 13 Mbps, and 2.7 Mbps for upload. This lags behind the world&#8217;s average of 37.5 Mbps download speed. The foundation particularly singled-out Chunghwa Teleom (中華電信), calling the telecommunication company&#8217;s television commercials misleading.
